Overview of the Requirement
The purpose of this RFP is to recruit and select Qualified Instructors to provide
instruction of BCOSSA courses in onsite system in any one, several or all the
disciplines of:
Planning, Installation, Maintenance or Inspection.
BCOSSA is looking for persons with any of the following:
• Planning beginner and advanced
• Documentation and legal aspects of onsite systems
• System installation beginner and advanced
• Soils and site assessment
• Design drawing
• Electrical installation for systems
• System inspection, residential and commercial
• System maintenance, commercial, residential
Applicants wanting to instruct in any, several or all of the disciplines shall qualify as
follows:
To qualify as an instructor you must have a minimum of 5 years related experience in any, several or all of the above competencies, be a fully registered Onsite Wastewater
Practitioner or qualified engineer, or have teaching experience in adult learning
institutions and be willing to apply your experience to the onsite industry.
Preference will be given to persons who can demonstrate an ability to teach adult learners
with mixed and varied academic capability.
Instructors will be required to travel around the province to provide instruction.
Current instructor fees, paid by BCOSSA is $500.00 per day, plus travel and expenses.
BC On Site Sewage Association (BCOSSA) Overview
The British Columbia Onsite Sewage Association is a regulatory recognised agency
responsible for the provision of education services to the onsite industry. Additionally,
BCOSSA provides support services to the association membership in the form of
consultation, policy development, product development and communications.
BCOSSA has developed and delivered mandated educational programs to over 600 onsite
wastewater practitioners. BCOSSA provides technical advice to Practitioners and
professionals who operate under the regulation. Through Memorandum of
Understanding BCOSSA provides technical support to the Ministry of Healthy Living
and Sport who are responsible for the Sewerage System regulation and the development
of the Sewerage System Standard Practice Manual.

You are invited to attend the first of many Sewerage System Local Stakeholders
Group (LSG) meetings where you can:
• Bring your questions and comments pertaining to the onsite wastewater
industry in your area
• Get caught up with the latest information and learn about recent resources
available to you
• Communicate your concerns and issues
• Express your needs relevant to you and/or specific to your area
• Participate in a communication channel and a voice for all people working
within this industry.
Your attendance will create a valued and thoughtful mechanism to forward
common or localized issues to the Government that would improve the operation
and function of the Sewerage System Regulation.
To have your voice heard and to put forth ideas to better the sewerage industry,

The new STANDARD PRACTICE MANUAL
The new SPM Version 2 was released in September 2007and brings into effect new amendments. This affects all previously issued versions by the BC Ministry of Health, Population Health and Wellness, Health Protection Branch. The new SPM Version 2 is now available on our Documents Page where you can download it or order a printed copy.
